The home I grew up in was in Parsonsburg, Maryland.
Anytime there was rain or storms the entire bottom level of my home would flood. At it's worst there was 6 inches of water in our house. I remember my father yelling for me regularly. Together, we would shopvac water and empty the shop vac in the pouring rain outside.
As an adult, and one who is in the insurance industry, it is not just a funny childhood memory. I looked up which flood zone the property was in, and it is an X zone, sometimes referred to as a Low Risk Zone. Well my aching back can tell you, it can flood in a low risk zone, and the damage from rising rain water is just as harmful as the waters rising out of the bay and ocean.
